<p>In accordance with the Education and Training Board’s Act 2013, the role of City of Dublin ETB is to support the provision, coordination, administration and assessment of youth services in its functional area and provide such information as may be required by the Minister for Children and Youth Affairs in relation to this support. This function is delivered in City of Dublin ETB by City of Dublin Youth Services.</p>



<p>City of Dublin ETB provides a range of services through City of Dublin Youth Services including: </p>



<p>• Administering grant aid to youth services and projects in Dublin City on behalf of the Department of Children, Equality, Disability, Integration and Youth. </p>



<p>• Administering grant aid to interim drugs task force projects on behalf of the Drugs Policy Unit of the Department of Health. </p>



<p>• Ensuring value for money in funded organisations. </p>



<p>• Ensuring the efficiency and effectiveness of management structures at local level, monitoring activities, expenditure and general governance of funded organisations. </p>



<p>• Assisting youth projects/services and voluntary youth clubs/groups to develop and deliver services and supports to young people. </p>



<p>• Implementation of the DCEDIY National Quality Initiatives &amp; Strategies.</p>



<p>City of Dublin Youth Services co-operates and works with a broad range of statutory and voluntary agencies, both at Dublin city and at national level. We are committed to maintaining strong working relationships within the City of Dublin ETB, Dublin City Council, boards of funded organisations, local community development organisations, and national youth work service providers and regional youth services throughout the country.</p>



<p>Please note that a Panel may be formed from which future specific purpose or fixed term vacancies at Youth Officer Level that may arise may be filled. </p>



<p><strong>Proposed Timeframe:</strong> Shortlisting will take place on: 8th April 2024 Interviews will commence week beginning: 18th April 2024. *All dates are subject to change and are for guidance only </p>



<p><strong>Location of Position:</strong> The position will be based in City of Dublin Youth Services, Morehampton Road, Donnybrook, Dublin 4. Please note that attendance is required on site five days per week.</p>



<p><strong>Salary:</strong> €48,260 &#8211; €72,603 of the Youth Officer salary scale. Successful candidates will be paid at point 01 on the scale.</p>



<p><strong>Annual Leave:</strong> 29 working days per annum.</p>



<p><strong>Hours of Work:</strong> 35 hours per week.</p>



<p><strong>Essential Requirements:</strong></p>



<p>• A recognised third level qualification in one of the following areas: Youth and Community Work, Social Work, Education or other relevant discipline. </p>



<p>• At least 5 years’ experience working in the youth work sector.</p>



<p><strong>Desirable Requirements</strong></p>



<p>• Experience / knowledge of practices and programmes in relation to youth work services / community and voluntary sector, including the National Quality Standards Framework/s. </p>



<p>• Experience of developing and implementing strategy, programmes, and initiatives. • Knowledge of DCEDIY Youth Work Schemes and strategies. </p>



<p>• Experience of project management in the youth work sector. </p>



<p>• Excellent planning, organisation, communication and teamwork skills. • Excellent analytical, negotiation and decision-making skills. </p>



<p>• Proven track record of working in partnership and building positive relationships with internal and external stakeholders. </p>



<p>• Excellent report writing skills and high level of computer literacy. </p>



<p>• Experience of financial and budget management and oversight. </p>



<p><strong>Principal Duties, Scope and Responsibilities:</strong> </p>



<p>The primary focus of the post will be to provide support, facilitate development and oversee/monitor funded organisations and volunteer led youth clubs/ groups across the city of Dublin. As a member of the Area Team the Youth Officer will report to the relevant Development Officer.</p>

<p><strong>Supporting Youth Work Provision and Development:</strong> </p>



<p>• Implementing the National Quality Standards Framework and National Quality Standards for Volunteer-led Youth Groups. </p>



<p>• Assisting in the delivery of key elements of the DCEDIY UBU and Targeted Youth Funding Schemes. </p>



<p>• Developing Service Requirements/Funding Recommendations for DCEDIY. </p>



<p>• Advancing the City of Dublin ETB and City of Dublin Youth Services Strategy and Annual Operational Plans. </p>



<p>• Facilitating developmental work and training initiatives. </p>



<p>• Identifying emerging youth work needs in consultation with senior management and stakeholders. </p>



<p>• Collaborating with stakeholders to address gaps in youth work services. </p>



<p>• Participating in needs identification and services mapping exercises. </p>



<p>• Formulating proposals to enhance service provision as necessary.</p>



<p><strong>Coordinating Youth Work:</strong> </p>



<p>• Supporting intra-agency and interagency collaborations to maximise local service delivery. </p>

<p><strong>Terms and Conditions of Appointment</strong> </p>



<p>• The appointment will be subject to the sanction of the Chief Executive. </p>



<p>• Any offer will be subject to the receipt of two satisfactory references. </p>



<p>• The appointment will have a probationary period, details of which will be stipulated in the contract of employment. </p>



<p>• Appointment is to City of Dublin ETB as a whole. City of Dublin ETB reserves the right to transfer staff as the needs of the scheme dictate. </p>



<p>• The person appointed to the post will be required to contribute to the relevant Superannuation Scheme. </p>



<p>• For the purposes of satisfying the requirements as to health it will be necessary for the successful candidate before they are appointed, to undergo at City of Dublin ETB’s expense, a medical examination by a qualified practitioner nominated by City of Dublin ETB. </p>



<p>• External work may not be undertaken without the prior consent of City of Dublin ETB. </p>



<p><strong>Citizenship Requirements:</strong> </p>



<p>Candidates should note that eligibility to compete for posts is open to citizens of the European Economic Area (EEA) or to non-EEA nationals with a valid work permit. The EEA consists of the Member States of the European Union along with Iceland, Liechtenstein and Norway. Swiss citizens under EU agreement may also apply. </p>



<p><strong>Termination: </strong></p>



<p>The appointment will be terminated by one month’s notice in writing on either side.</p>



<p><strong>Garda Vetting:</strong> </p>



<p>City of Dublin ETB is registered with the National Vetting Unit (NVU) which provides a disclosure service for organisations who have staff positions which may involve regular unsupervised access to children and vulnerable adults. As part of the Board’s recruitment and selection process, offers of employment to all posts will be subject to NVU disclosures, where applicable.</p>



<p>City of Dublin ETB reserves the right to re-vet all staff employed in positions that entail working with children and vulnerable adults at any time during their employment.</p>



<p><strong>Sick Leave and Special Leave</strong> Sick leave and special leave may be allowed in accordance with the conditions in force for the time being for Officers employed under the Schemes of Education and Training Boards.</p>



<p><strong>Superannuation &amp; Retirement</strong> The successful candidate will be offered the appropriate superannuation terms and conditions as prevailing in the Public Service at the time of being offered an appointment. In general, an appointee who has never worked in the Public Service will be offered appointment based on membership of the Single Public Service Pension Scheme (“Single Scheme”). Full details of the Scheme are at ww.singlepensionscheme.gov.ie.</p>



<p>Where the appointee has worked in a pensionable (non-Single Scheme terms) public service job in the 26 weeks prior to appointment or is currently on a career break or special leave with/without pay, different terms may apply. The pension entitlement of such appointees will be established in the context of their public service employment history.</p>



<p>Key provisions attaching to membership of the Single Scheme are as follows: </p>



<p>• Pensionable Age: The minimum age at which pension is payable is 66 (retirement age is linked to State Pension Age). </p>



<p>• Retirement Age: Scheme members must retire on reaching the age of 70. </p>



<p>• Career average earnings are used to calculate benefits (a pension and lump sum amount accrue each year and are up-rated each year by reference to CPI). </p>



<p>• Post retirement, pension increases are linked to CPI. </p>



<p><strong>Pension Abatement:</strong> </p>



<p>If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during his/her re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Please note: In applying for this position you are acknowledging that you understand that the abatement provisions, where relevant, will apply. It is not envisaged that the employing Department/Office will support an application for an abatement waiver in respect of appointments to this position.</p>



<p>However, if the appointee was previously employed in the Civil or Public Service and awarded a pension under voluntary early retirement arrangements (other than the Incentivised Scheme of Early Retirement (ISER), the Department of Health Circular 7/2010 VER/VRS or the Department of Environment, Community &amp; Local Government Circular letter LG(P) 06/2013, any of which renders a person ineligible for the competition) the entitlement to that pension will cease with effect from the date of reappointment. Special arrangements may, however be made for the reckoning of previous service given by the appointee for the purpose of any future superannuation award for which the appointee may be eligible. </p>



<p><strong>Exclusions</strong> </p>



<p>Candidates should note that persons who have taken part in Public Service early retirement schemes including the following are not eligible to take part in this competition:</p>



<p>Incentivised Scheme for Early Retirement (ISER): </p>



<p>It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in the Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position;</p>



<p>Department of Health and Children Circular (7/2010): </p>



<p>The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for reemployment in the public health sector or in the wider public service or in a body wholly or mainly funded from public funds. The same prohibition on re-employment applies under the VRS, except that the prohibition is a period of 7 years, after which time any re-employment will require the approval of the Minister for Public Expenditure and Reform. Persons who availed of either of these schemes are not eligible to take part in this competition.</p>



<p><strong>Ill Health Retirement:</strong> </p>



<p>Please note that where an individual has retired from a Civil/Public Service body on the grounds of ill-health his/her pension from that employment may be subject to review in accordance with the rules of ill-health retirement within the pension scheme of that employment.</p>



<p><strong>Pension Accrual: </strong></p>



<p>A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one pre-existing public service pension scheme (i.e. non-Single Scheme) as per the 2012 Act shall apply. This 40-year limit is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment.</p>



<p><strong>Additional Superannuation Contribution:</strong> </p>



<p>Please note that an Additional Superannuation Contribution (ASC) in accordance with the Public Service Pay and Pensions Act 2017 is payable for this employment</p>



<p><strong>Declaration:</strong> Applicants will be required to declare whether they have previously availed of a Public Service scheme of incentivised early retirement, including schemes not specifically mentioned above. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment.</p>

<p><strong>Role Description</strong> The REALT School ESOL/Support Officer will support Schools coordinating the drawdown of ESOL hours from ESOL tutor panels as required and also support Ukrainian families and other Non-Ukrainian IPAS arrivals seeking school places for their children. The REALT School ESOL/Support Officer must comply with all of the requirements of the Department of Education as well as their local ETB requirements.</p>



<p>REALT SCHOOL ESOL/SUPPORT OFFICER ROLE REQUIREMENTS: The ideal candidate will have: </p>



<p>• Ability to coordinate the assessment of the ESOL needs of all post primary schools in the ETB area </p>



<p>• An excellent understanding of ESOL provision in Ireland </p>



<p>• Good understanding of refugee/asylum issues • Have excellent administrative and IT Skills </p>



<p>• A proven track record of working in complex environments, creating and leading teams to achieve results </p>



<p>• In-depth knowledge of the Irish Education system including national and regional support structures and ideally understand how schools operate at primary and / or post-primary </p>



<p>• Experience of dealing with the public and on items of public interest </p>

<p><strong>Other requirements of the role</strong> </p>

<p><strong>CONDITIONS OF SERVICE</strong> <strong>Terms of Appointment</strong> </p>



<p>This appointment will be for a fixed-purpose contract until 31st December 2024 subject to a probationary period. If at any time during the probation period, it appears that the appointee would not be suitable for final appointment the contract will be terminated.</p>



<p>The REALT School ESOL/Support Officer will receive a contract setting out the commencement and termination dates of the fixed term employment and indicating times of work will be agreed with the ETB.</p>



<p>The Unfair Dismissals Acts 1977 to 2001 shall not apply to a dismissal consisting only of the expiry of the fixed term of this contract without its being renewed. In accordance with Section 8 of the Protection of Employees (Fixed Term Work) Act 2003, the REALT School ESOL/Support Officer is not being offered a contract of indefinite duration on this occasion as their employment is subject to continuity of the programme funding.</p>



<p>Secondment from the education sector may be considered for the filling of the position.</p>



<p><strong>Reporting Structure</strong> </p>



<p>The REALT School ESOL/Support Officer will report to the Director of Schools in their local ETB.</p>



<p><strong>Remuneration</strong> </p>



<p>The salary scale applicable to this position is a Grade VII salary scale. The salary scale as of 1st October 2023 is €55,846 &#8211; €72,602 (including two long service increments). As per DE guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale, however incremental credit may apply, if, immediately prior to appointment the appointee is already a serving Civil or Public Servant.</p>



<p><strong>Starting salary</strong> </p>



<p>Candidates should note that the starting salary will be at the minimum of the appropriate pay-scale and will not be subject to negotiation.</p>



<p>Different remuneration and conditions may apply, if, immediately prior to appointment the appointee is already a serving Public Servant.</p>



<p>Prior to taking up duty an appointee seconded to the post will be required to provide a comprehensive statement to the ETB from his/her substantive employer confirming salary and pension details.</p>



<p><strong>Annual Leave</strong> </p>



<p>The appointee will be entitled to 29 working days holidays (pro-rata) in each year (in addition to the usual Public and Bank Holidays) to be taken at a time or times convenient to business needs.</p>



<p><strong>Sick Leave</strong> </p>



<p>Sick Leave will be in accordance with established procedures and conditions for ETB staff generally. Prior to taking up duty an appointee seconded to the post will be required to provide to ETB their sick leave records for the previous 4-year rolling period from his/her substantive employer.</p>



<p><strong>Termination</strong> </p>



<p>The appointment will be terminated by one month’s notice in writing on either side.</p>



<p><strong>Pension</strong> </p>



<p>The appointee will be eligible to join the ETB’s pension scheme in accordance with scheme rules. If the appointee is seconded from the education sector (public service), the rules of the superannuation scheme applicable to their substantive grade will apply.</p>



<p><strong>Location</strong> </p>



<p>The REALT Co-ordinators principal place of work is dependent on the ETB area to which they are assigned.</p>



<p>Maternity / Adoptive / Carers / Parental / Force Majeure Leave Maternity / Adoptive / Carers / Parental Leave will be granted in accordance with the arrangements authorised by the Minister for Education and Skills. The provisions of the Parental Leave Act, 1998 and any subsequent Acts replacing or amending that Act will apply to Force Majeure Leave.</p>

<p>Open competition for appointment to the position of Clerical Officer, permanent and temporary, nationwide in An Garda Síochána.</p>

<p><strong>Overview of An Garda Síochána</strong></p>



<p>An Garda Síochána is the national police and security service of Ireland with approximately 14,000 Garda Members, 3,350 Garda Staff and 370 Garda Reserves. The mission of An Garda Síochána is ‘<em>Keeping People Safe</em>’. An Garda Síochána is unique among policing services internationally as a unitary body responsible for the security of the State andthe provision of policing services. The two functions are united by an underpinning philosophy: the protection of the individual and the safety of communities. An Garda Síochána is in and of the community and community policing is the key and core to what the organisation does.</p>



<p><strong>Clerical Officer Role</strong></p>



<p>An Garda Síochána seeks to employ permanent Clerical Officers and temporary Clerical Officers nationwide. Following completion of the competition, two panels will be established and they will remain in place for a 2-year period from when the panels are first created.</p>



<p><strong>Responsibilities:</strong></p>



<p>The nature of the work carried out by clerical staff may vary depending on the area of assignment within An Garda Síochána. It will involve such clerical/administrative tasks as may be assigned to the employee from time to time.</p>



<p>The following reflects the typical duties you may be required to undertake, if appointed.</p>



<ul class="wp-block-list">
<li>General clerical and administration duties e.g., filing, photocopying, answering/making telephone calls, dealing with emails etc. under the supervision of a designated manager;</li>



<li>Supporting line-managers, and colleagues – both Garda Staff and Garda Members;</li>



<li>Working as part of a team in delivering services;</li>



<li>The role may involve interacting with the public &#8211; communicating and responding to queries and providing information face-to-face, by telephone or via email;</li>



<li>Providing the highest standards in customer service;</li>



<li>Using Information Technology on a daily basis, e.g. word processing, spreadsheets, databases, email and internet;</li>



<li>Maintaining high quality records in a thorough and organised manner;</li>



<li>Checking all work thoroughly to ensure it is completed to a high standard;</li>



<li>Approaching work in a careful and methodical manner, displaying accuracy at all times, even when conducting routine/repetitive work;</li>

<p><strong>Person Specification:</strong></p>



<p>The candidate appointed as a Clerical Officer (CO) or Temporary Clerical Officer (TCO) in An Garda Síochána will be an individual of the utmost integrity and ethical values, demonstrating personal drive, commitment and energy. They will foster a culture of ethical behaviour and personal responsibility throughout their areas of responsibility.</p>



<p><strong>Experience/Qualifications Required:</strong></p>



<p>By the closing date of Wednesday 20th of September, 2023, candidates must:</p>

<li>Have the requisite knowledge, skills and competencies to carry out the role;</li>

<p><strong>Salary </strong>The Clerical Officer Salary PPC Scale (rates effective 1st March 2023) is as follows: €519.96, €552.66, €560.96, €577.18, €601.09, €624.97, €648.84, €666.22, €685.91, €708.79, €724.90, €747.54, €770.05, €805.17, €832.78, €845.43</p>



<p><strong>Personal Pension Contribution </strong>The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC).</p>



<p>A different rate will apply where the appointee is a civil servant or public servant recruited before 6th April 1995 and who is not required to make a Personal Pension Contribution.</p>



<p><strong>Important Note </strong>Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply, if, immediately prior to appointment the appointee is already a serving Civil Servant or Public Servant. Increments may be awarded annually subject to satisfactory performance.</p>

<p>Changes to your location choice will not be permitted after the closing date. Vacancies for which you may be considered will extend only to a city/town in your chosen county. <p><strong>Position </strong>These panels will be used to fill permanent and/or temporary positions at this grade which may arise during the lifetime of the panels.</p>



<p><strong>Temporary Tenure (Temporary Clerical Officer) </strong>Assignments will be to a temporary position. The duration and period of a temporary contract will vary from post to post. There is no entitlement to a permanent position.</p>



<p>The duration of your probation will vary depending on the contract awarded. Probation in most circumstances will amount to 1/3 of the full contract amount. Example: Contract is awarded for 12 weeks – probation will last for 4 weeks.</p>



<p>Notwithstanding the above paragraph on tenure, we retain the right to consider holding a confined Selection Process for permanent appointment to certain positions within the An Garda Síochána in certain limited circumstances.</p>



<p>Any such process will be held in compliance with the Commission for Public Service Appointments (CPSA) Code of Practice.</p>



<p><strong>Permanent Tenure and Probation (Clerical Officer) </strong>The appointment is to a permanent position on a probationary contract in the Civil Service.</p>



<p>This is a pensionable whole-time position. The probationary contract will be for a period of one year from the date specified on the contract. Notwithstanding this paragraph and the paragraph immediately following below, this will not preclude an extension of the probationary contract in appropriate circumstances.</p>



<p>During the period of your probationary contract, your performance will be subject to review by your supervisor(s) to determine whether you: &#8211; Have performed in a satisfactory manner, &#8211; Have been satisfactory in general conduct, and &#8211; Are suitable from the point of view of health with particular regard to sick leave. &#8211; Prior to the completion of the probationary contract a decision will be made as to whether or not you will be retained pursuant to Section 5A(2) Civil Service Regulation Acts 1956 – 2005.</p>



<p>This decision will be based on your performance assessed against the criteria set out in (i) to (iii) above. The detail of the probationary process will be explained to you and you will be given a copy of the Department of Public Expenditure and Reform’s guidelines on probation.</p>



<p>Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005.</p>



<p>In certain circumstances your contract may be extended and your probation period suspended.</p>



<p>The extension must be agreed by both parties. &#8211; The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. &#8211; In relation to an employee absent on Parental Leave or Carers Leave, the employee may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation. &#8211; Probation may be suspended in cases such as absence due to a non-recurring illness.</p>



<p>The employee may, in these circumstances, make an application to the employer for an extension to the contract period.</p>



<p><strong>Hours of attendance </strong>Hours of attendance will be fixed from time to time but will amount to on average not less than 41 hours 15 minutes’ gross including lunch breaks, or 35 hours’ net per week.</p>



<p>The successful candidate will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties subject to the . limits set down in the working time regulations.</p>



<p><strong>Annual Leave </strong>The annual leave allowance for this position is 22 days rising to 23 days after 5 years’ service, 24 days after 10 years’ service, 25 days after 12 years’ service and 26 days after 14 years’ service. This allowance is subject to the usual conditions regarding the granting of annual leave, is based on a five-day week and is exclusive of the usual public holidays.</p>



<p>The annual leave for the temporary positions will be on a pro rata basis.</p>



<p><strong>Outside Employment </strong>The position will be whole time and appointees may not engage in private practice or be . connected with any outside business which would interfere with the performance of official duties.</p>



<p><strong>Sick Leave </strong>Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of the sick leave circulars.</p>



<p>Officers who will be paying Class A rate of PRSI will be required to sign a mandate authorising the Department of Employment Affairs and Social Protection to pay any benefits due under the Social Welfare Acts directly to the employing Department or Organisation. Payment during illness will be subject to the officer making the necessary claims for social insurance benefit to the Department of Employment Affairs and Social Protection within the required time limits.</p>



<p>You will be required to sign a mandate authorising the Department of Employment Affairs and Social Protection to pay any benefits due under the Social Welfare Acts direct to An Garda Síochána. Payment of salary during illness will be subject to your making the necessary claims for social insurance benefit to the Department of Employment Affairs and Social Protection within the required time limits.</p>



<p>Superannuation and Retirement The successful candidate will be offered the appropriate superannuation terms and conditions as prevailing in the Civil Service at the time of being offered an appointment. In general, an appointee who has never worked in the Public Service will be offered appointment based on membership of the Single Public Service Pension Scheme (“Single Scheme”). <p>Where the appointee has worked in a pensionable (non-Single Scheme terms) public service job in the 26 weeks prior to appointment or is currently on a career break or special leave with/without pay different terms may apply. The pension entitlement of such appointees will be established in the context of their public service employment history.</p>

<p><strong>The Role of the Clerical Officer:</strong> <br>The duties of the Clerical Officer involve clerical and administration tasks and may vary depending on the nature of work carried out by the assigned operating Unit. The Clerical Officer will normally report to an Executive Officer.</p>



<p><strong>Responsibilities of the post</strong> <br>The main duties and responsibilities of this role include: </p>



<p>• General clerical duties – typing, filing, photocopying, inputting data, handling/dealing with correspondence, answering/making phone calls etc.; <br>• Supporting line managers and colleagues; <br>• Processing, auditing and examination of various documentation; <br>• Managing high volumes of data input and validation; <br>• Dealing with the public/customers (internal and external) e.g. responding to queries and providing information in a professional and courteous manner, in person, on the telephone and via e-mail; <br>• Use of Information Technology e.g. word processing, spreadsheets, database, e-mail and internet; <br>• Providing secretarial support for meetings and taking minutes when required; <br>• Maintaining complete and accurate files and records, for example, by using the Authority’s data system or other filing systems that are in place; <br>• Providing reception cover e.g. operating the switchboard, answering and directing calls, greeting visitors, logging post/cheques etc.; <br>• Supporting supervisors and colleagues as required; <br>• Working as part of a team to deliver high quality services; <br>• Completing routine accounts work; <br>• Complying with any duties that may be assigned from time to time by the relevant Unit Head.</p>

<p><strong>General conditions of employment</strong> <strong>Pay</strong> <br>Entry will be at the minimum (first point) of the Clerical Officer (Standard) Scale, which is €27,132 for persons appointed on or after 6 April 1995. The salary scale for the position, as per Circular 02/2023 is as follows:</p>



<p>For persons appointed to the public service after 6 April 1995: €27,132, €28,838, €29,271, €30,117, €31,365, €32,611, €33,856, €34,763, €35,791, €36,985, €37,825, €39,007, €40,181, €42,014, €43,454 (LSI-1), €44,115 (LSI-2) Long service increments may be payable after 3 (LSI-1) and 6 (LSI-2) years’ satisfactory service at the maximum of the scale.</p>



<p>Increments are normally awarded annually subject to satisfactory performance; however, payment of increments and/or the rate of remuneration may be adjusted from time to time inline with Government pay policy.</p>



<p><strong>Tenure</strong> <br>In the event of appointment to a permanent or temporary position with the Authority the appointee must serve a probationary period, which normally will last for nine months. If at any time during this period it appears that the appointee would not be suitable for final appointment the probation will be terminated.</p>



<p><strong>Panel</strong> <br>As part of this recruitment process, the Authority may establish a panel of successful candidates in order of merit. Any panel created will expire after a designated period from its establishment (usually nine months), or when it has been exhausted, whichever is sooner. The Authority may decide that only a certain number of candidates will be placed on any such panel. Qualification and placement on a panel is not a guarantee of appointment to a position. Candidates not appointed at the expiry of the panel will have no claim to a position thereafter because of having been on the panel.</p>



<p>More detailed information regarding establishment of a panel (if any), duration of any such panel and placement on the panel will be provided to successful candidates.</p>



<p>If you are placed on a panel, and are subsequently offered an assignment, you must be available to take up the post as offered. Vacancies may need to be filled with immediate effect; therefore if you are not contactable, the Authority will immediately move on to the next available candidate. Candidates who wish to be considered for positions which may arise must be available for the full duration of the contract offered. Extended holiday plans during this period may affect your possible assignment. </p>



<p><strong>Hours of attendance</strong> <br>Hours of attendance will be fixed from time to time but will amount, on average, to not less than 43 hours and 15 minutes gross or 35 hours net per week. Normal working hours are from 09.00 to 17.00 Monday to Friday, including lunch.</p>



<p>The Authority operates a flexible working hours system, which allows certain employees within prescribed limits, to avail of a more flexible system of attendance to enable them to manage their time and attendance.</p>



<p>Where extra attendance is necessary, payment or time off in lieu may be allowed in accordance with the normal regulations for the grade. Please note that hours of attendance may be subject to change from time to time in line with Government/local policy and practices.</p>



<p><strong>Annual leave</strong> <br>The annual leave allowance for the position of Clerical Officer is 22 working days per year, rising to 23 after five years’ service at the grade and 24 after 10 years’ service at the grade. This allowance is subject to the usual conditions regarding the granting of annual leave in the Civil Service, is based on a five day week and is exclusive of the usual public holidays.</p>

<p>Visitor Services of the Office of Public Works currently seek enthusiastic people to join their dedicated Guide Teams at National Monument/National Historic Property Sites under their remit. This competition will be used to fill a range of temporary/seasonal posts over the next year. The duration of seasonal employment may vary, depending on the local operational requirements. The hours, commencement dates and completion dates of the season may also vary for the same reasons. </p>



<p><strong>The role of the Seasonal Guide / Information Officer will include:</strong><br> Protection of the Site<br> Supervising and controlling visitors so as to maintain order and prevent interference with the site<br> Ensuring that any rules for visitors are observed<br> Being responsible for security and safety at the site<br> Visitor Reception &amp; related duties<br> Welcoming visitors to the site<br> Introducing visitors to the site and its facilities<br> Administering admission tickets and receipts<br> Selling literature, postcards and posters<br> Counting money and reconciling receipts<br> Counting stock</p>



<p><strong>Keeping reception area and other site facilities clean and tidy</strong><br> Operating audio visual or other appropriate equipment<br> Dealing with enquiries about the area and its visitor facilities<br> Dealing with phone enquiries<br> Handling bookings for the site<br> Promotion and interpretation of the Site<br> Familiarisation with all aspects of the importance and story of the site<br> Developing own tour commentary in conjunction with supervisor and other guides<br> Giving guided tours<br> Adapting a guided tour to suit a particular group<br> Conducting guided tours through Irish or other languages, where applicable<br> Event Management<br> Dealing with detailed enquiries about particular features of the site<br> Outdoor duties to include but not limited to Park Stewarding<br> Invigilating duties.<br></p>



<p>In addition, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office.</p>



<p>Aspects of this role may be physically demanding therefore a reasonable level of general fitness is required.</p>



<p><strong>CONDITIONS OF SERVICE</strong></p>



<p>General Information for Employment as a Seasonal Guide / Information Officer</p>



<ol class="wp-block-list"><li><strong>Rate of Pay</strong><br>Candidates should note that entry will be at the minimum point of the Guide scale and will not be subject to negotiation. The rate of remuneration may be adjusted from time to time in line with Government policy (€12.45 &#8211; €20.39 per hour)</li><li><strong>Working Week</strong><br>Full time seasonal guides, unless otherwise indicated, are required to work on a roster (five days over seven days per week including weekends and public holidays). Flexibility in attendance is required, including evening attendance as and when required</li><li><strong>Sunday Pay</strong><br>Time + Time for hours actually worked.</li><li><strong>Annual Leave Entitlement</strong><br>Seasonal Guide / Information Officer will have their annual leave allowance determined by a pro-rata amount of the 25-<br>day maximum which is the full year allowance. Because of the seasonal nature of the position, certain restrictions may apply to when Guides take leave during their seasonal employment. <p>The Office of Public Works (OPW) are recruiting up to 250 staff, including a large number of high-value engineering roles, over the next 12 months. The ongoing and accelerated recruitment campaign comes as a result of the OPW’s increased funding secured under the National Development Plan (NDP) 2021 – 2030.</p>



<p>Under the NDP, the OPW has been allocated €2.457 billion, including €99 million from the EU under the National Recovery and Resilience Plan (NRRP). In addition, the OPW will manage a wide range of projects for client Departments and State agencies with an estimated value of up to €1.6 billion bringing the overall value of projects managed by the organisation to over €4 billion.</p>



<p>Key projects to be completed as a part of this investment include a large infrastructure project at Rosslare Europort, the new Forensic Science Laboratory in the Backweston Campus in County Kildare, and a significant number of projects under capital investment programmes including the Garda Capital Programme and the Flood Risk Management investment programme.</p>



<p>Welcoming the recruitment campaign, Minister for the Office of Public Works, Patrick O’Donovan, said:</p>

<p>With investment in some of its heritage sites co-funded by the Department of Tourism, Culture, Arts, Gaeltacht, Sports and Media through Fáilte Ireland, the OPW is recruiting over 100 heritage related positions. While the operational, civil service and apprenticeships positions will offer a number of interesting and varied opportunities, drawing from a wide range of backgrounds and skill sets, the heritage guide positions will offer applicants the chance to play a vital role in conserving and presenting Ireland’s most important heritage sites and ensuring the safety and enjoyment of their visitors.</p>



<p>The OPW is taking a stand at the National Ploughing Championships from Tuesday 20 to Thursday 22 September, inviting visitors to gain a key insight into the range of opportunities available. Events will include Q&amp;A sessions with architects, engineers and heritage site guides, as well as furniture restoration and stonemasonry demonstrations.</p>
